Outlook.com Is Currently Experiencing Problems

Some users are reporting emails are now arriving but other users still have issues.
Users located in Europe may be unable to send or receive email messages via outlook.com / hotmail.com
More info: Additionally, users may be unable to access their outlook.com email accounts. Users may also observe that sent emails remain in the Drafts folder.
Current status: Microsoft have identified that a subset of load-balancing infrastructure may be experiencing increased CPU utilization, which does not appear to correlate with increases in user traffic. We’re continuing to investigate to determine the source of the issue and to identify service recovery steps.
