ImageMagick LocaleLowercase Out-of-Bounds Access Vulnerability [CVE-2019-10714]

A vulnerability in the LocaleLowercase function of ImageMagick could allow an unauthenticated, remote attacker to cause a denial of service (DoS) condition on a targeted system.
The vulnerability is due to an out-of-bounds access condition that exists in the LocaleLowercasefunction, as defined in the MagickCore/locale.c source code file of the affected software. An attacker could exploit this vulnerability by persuading a user to access a link that submits malicious input to the targeted system. A successful exploit could trigger a segmentation fault (SIGSEGV), resulting in a DoS condition.Proof-of-concept (PoC) code that demonstrates an exploit of this vulnerability is publicly available.ImageMagick has confirmed the vulnerability and released software updates.
